Mature organisations acknowledge each and every competence.  As the Four-Phase Model shows us there are sixteen intervention which can be identified but only eight in a fixed combination can be applied whilst the other eight must be maintained on a sanitary level. There are also sixteen performance indication that can be identified. Also in fixe combinations of eight and always related to a set of intervention. The eight performance indicators must be dominant over the other eight. The main purpose is to let the competences grow and thereby ensure the continuity of the organisation.
